Vintage: BE, RE, AC

The same year's number changes as it firms up. A **Budget Estimate (BE)** is a plan, a **Revised Estimate (RE)** is a mid-course correction, and **Accounts (AC)** are what actually happened. SR2026 labels each figure with its vintage, and the same year can appear with different vintages in different tables. **Why this matters to you:** a promise (BE) and a result (AC) are not the same thing.
